• A proposal to set May 3, 2023 as the date for the launch of the national dialogue sessions, following the end of the holidays.
• The Board of Trustees continues to complement efforts to provide a positive climate and confirms its full confidence in the keenness of all parties to do this.
Today, Sunday, March 26, 2023, the Board of Trustees of the National Dialogue continued its permanent convening, and the Board unanimously adopted the following decisions:
First: It is proposed to initiate the National Dialogue sessions on Wednesday, the 3rd of May, due to the advent of the holy month of Ramadan – may God make it a month of goodness and blessings for everyone, as well as the Sinai Liberation Day, the Easter, Eid al-Fitr and the Labours’ Day.
Second: The Board of Trustees shall continue its permanent convening until the aforementioned date, and shall continue its role – during this period – to provide all elements of a positive climate, which guarantees the initiation of the National Dialogue and its successful continuation. The Board of Trustees expresses its full confidence in everyone’s keenness on providing all elements of this positive climate, in a way that befits the Egyptian people and their hopes that are built on the call of the President of the Republic to hold a dialogue on the priorities of national action in the current stage, and to submit the results of this dialogue to His Excellency personally, to take the necessary action in this regard either through legal legislations or executive procedures.
Third: During this period, the Board of Trustees and the Technical Secretariat continue to receive names and proposals from various parties participating in the dialogue, to include them in the appropriate sessions of the National Dialogue. It also communicates with all the personalities participating in the sessions to inform them of the detailed dates of their sessions and the agendas.
Fourth: According to the dialogue bylaws, the Board of Trustees decided to use its powers and express the voice of various parties participating in the dialogue to submit a draft law proposal to the President of the Republic to kindly consider presenting it to the Parliament for discussion. This proposal expresses a complete consensus of all the parties to the national dialogue, and is related to a legislative amendment in the text of Article (34) of the Law of the National Elections Authority which stipulates that polling and counting in the elections and referenda that take place in the country shall be under the full supervision of members of judicial authorities and entities, under the rule of a judge for each ballot box, in light of the fact that the aforementioned article specifies the period of full judicial supervision to be ten years following the date the constitution came into effect, January 18, 2014, which ends on January 17, 2024, according to the constitutional text and the law of the National Elections Authority, which give it, as an independent body without others, the competence to administrate referenda and presidential, parliamentary and local elections.
