Dr. Bahaa El-Ghannam Executive Director of the Future of Egypt Authority for Sustainable Development Address before the House of Representatives

1. From the moment President Abdel Fattah El-Sisi assumed the responsibility of leadership, he made development and the rebuilding of the Egyptian state a steadfast approach from which there can be no deviation.

2. President El-Sisi has always believed that every Egyptian, when given the necessary support and opportunity, is capable of achieving the impossible.

3. The Future of Egypt Authority began as an idea and has since become a productive reality, embodying the President’s vision through innovative thinking and unconventional approaches.

4. The Future of Egypt Authority has never operated without a legal foundation. It has functioned under Presidential Decree No. 591 of 2022, while the draft law reflects the expansion of its role and responsibilities.

5. The draft law is founded on a vision that connects the lessons of the past, the realities of the present, and the aspirations of the future.

6. The draft law aims to achieve institutional stability, facilitate the transfer of asset ownership in a manner that safeguards legal certainty, and codify the protocols concluded between the Authority and state institutions.

7. The draft law safeguards the Authority’s projects and assets, ensures the continuity of their financing, and preserves its human and material resources.

8. The draft law looks to the future by developing the institutional structure of the Future of Egypt Authority, establishing a Board of Directors, and creating both an Investment Fund and a Service Fund.

9. The draft law positions the Future of Egypt Authority not only as an investor in its own right, but also as a platform for investment, a partner to investors, and a catalyst for attracting foreign investment.

10. The draft law seeks to modernize the institutional framework of the Future of Egypt Authority in a manner that reflects the nature and scope of its responsibilities and mandates.

11. Governing the State’s role in economic activity does not mean reducing that role; rather, it means organizing it while creating greater opportunities for the private sector to contribute to the national economy.

12. The serious discussions and amendments made to the draft law reflected the House of Representatives’ commitment to achieving the best possible legislative framework in the public interest.

13. The Future of Egypt Authority stands at the threshold of a new phase, one that will open broader horizons for development and achievement.

14. Our responsibility before God and our nation is to lay firm foundations for future generations, so that history will never remember us as mere spectators.
